Cal U suit raises construction issues

California University of Pennsylvania knew its contractor intended to use alternative materials in the construction of a parking garage when it hired Manheim Corp.
The $10.5 million Vulcan Parking Garage completed in 2010 has been closed for two years, ever since a 20-foot piece of concrete suddenly fell on student move-in day. No one was injured.
