Donora police contract didn’t end tension

The Donora police department contract may be settled, but there is still discord between the officers and borough council.
Police union steward and senior Officer Keith Charlton believes the borough went into negotiations planning to turn down all police offers.
“In the first meeting, we put our proposal out there and the borough said no to everything,” Charlton said. “They wanted to start from scratch, wipe out everything and take away everything we had. They wanted to reduce our pay and take back vacation and sick time. We’ve never had such a bad offer. This is my fifth contract in Donora and it’s never been this bad.”
Charlton said the union felt the borough instructed its attorney to say no to everything the police offered and that council wanted to run roughshod over them, leaning toward arbitration from day one.
