Actual birthdays are unusual for Leap Day babies

Most 13-year-olds won’t be popping bottles at their birthday party, but that isn’t the case for Anne Josephs.
Don’t worry, she isn’t breaking any laws.
Josephs, a Belle Vernon native, was the second Leap Day baby born in the former Charleroi-Monessen Hospital on Feb. 29, 1968. She will celebrate her 13th birthday today as she turns 52 years old.
Josephs said she remembers all her birthdays, but admits she becomes more excited when a Leap Year rolls around.
Approximately 205,000 people in the United States can claim a Leap Year birthday, giving them an opportunity every four years to see their birth date on the calendar.
