Carroll Township changes company for paving project

Carroll Township supervisors will move to Plan B for an upcoming paving project.
On Tuesday, supervisors rejected a bid by Grindstone-based Redstone Excavating for allegedly not adhering to the project’s proposed contingency plan.
Last month, supervisors approved the low bid of $70,307, provided the company meets with township officials to discuss the project.
Supervisor Herman Bigi said that meeting never happened.
“According to the law, you award the contract to the lowest responsible bidder,” Bigi said. “A bidder must adhere to certain plans. Redstone didn’t adhere to that plan.
“It’s an important item. One of the conditions was for the company to attend a meeting. Redstone did not come to the meeting. They had notice of it, but they just didn’t show. The other bidders did (show up). We’ve never done anything with Redstone before.”
Supervisors Chairman Tom Rapp said the township isn’t going to spend nearly $100,000 on an unknown project.
“They put a bid on a project without seeing what the project will be,” he said.
