BVA board considers changes to code of conduct

The Belle Vernon Area School Board discussed possible changes to the district’s code of conduct at Tuesday’s agenda meeting.
The most significant change would eliminate the superintendent’s ability to suspend students for up to 45 days if they waive their right to a board hearing.
The board will vote on the revised policy at its regular meeting Monday.
Several other changes to the policy were also discussed.
Director Dan Kovatch suggested that the board look more at rehabilitation than punishment with the policy, with more emphasis on in-school reflection time than out-of-school suspension. Director Justin Kosanko agreed.
“In-school reflection is sometimes viewed as a greater punishment. They still have to come here,” Kosanko said.
Newly named substitute Superintendent George Lammay urged the board to give district principals as many disciplinary tools as possible.
“If a kid is violent, in-school suspension is not appropriate. You’re going to handcuff your principals. You’re taking tools away from your principals,” Lammay said. “Suspension up to 10 days is the domain of the principal. Over 10 days, it becomes the domain of the board.”
Director Joe Grata suggested tabling the motion for further discussion, but there was no support for postponing the vote beyond Monday.
“It has to be done for the handbooks. We’ve been trying to do this since March,” said Director Stacey Livengood.
