Father charged after 6-month-old son hospitalized with skull, arm fractures

A 26-year-old Rostraver Township man is in Westmoreland County Jail after police say his 6-month-old son’s skull was fractured while in his care.
According to Rostraver Township Detective Raymond Dugan Jr., he was contacted by Children and Youth Services on April 6.
Dugan wrote in an affidavit of probable cause, a CYS caseworker called him to report she responded to the Tyrol Boulevard home of Normeni Jacquice Debill.
The caseworker said she’d gotten a call from UPMC Children’s Hospital of Pittsburgh, which reported a 6-month-old child had a fractured skull and a broken left arm, the complaint states. Dugan said doctors at Children’s Hospital believe these injuries to be the result of abuse, not an accident.
Debill is charged with aggravated assault-attempt to cause serious bodily injury with extreme indifference, aggravated assault on a victim younger than 13 while the defendant is older than 18, aggravated assault on a victim younger than 6-years-old while the defendant is 18 or older and endangering the welfare of children.
