North Charleroi: Fines approved for residents who violate trash rules

North Charleroi officials are done talking trash — a new ordinance is on the books. Council voted unanimously Monday to approve the ordinance, which targets residents who don’t comply with the borough’s trash pickup and garbage disposal regulations.
