Donora council eyes change to building permit procedure

Donora Council is trying to figure out how best to handle building permits in the borough. Code Enforcement Officer Joseph Volpe doesn’t have the certifications necessary to approve building permits on behalf of the borough, so Donora has been paying an outside entity to do that work.
