Penn Highlands Healthcare announced that Douglas Winner has joined the health system as its new chief financial officer (CFO). In this role he will administer, direct and monitor all financial operations for the health system. In addition, he will promote clinical and administrative fiscal alignment and help Penn Highlands Healthcare identify and benefit from new opportunities.
