Area man arrested on active warrants
A Charleroi man was arrested Wednesday on two active warrants in Beaver and Westmoreland counties. David Allen Mooers, 38, of Meadow Avenue is charged with three counts of terroristic threats and single counts of tampering with physical evidence, intent to possess a controlled substance, use/possession of drug paraphernalia, disorderly conduct and institutional vandalism.

Charleroi Regional police said they were informed of the two active warrants for Mooers on Nov. 27.
Police went to serve the warrants at Mooers’ last known address on Meadow Avenue. On the way, they saw Mooers near Seventh Street and Washington Avenue. Police pulled over and told Mooers he was being arrested for his active warrants.
According to an affidavit of probable cause, Mooers began to dig in his pocket as officers walked around their patrol car. They heard glass hit the ground and saw a suspected crack pipe roll into the roadway. Officers grabbed Mooers to stop him from attempting to destroy any other evidence or reach for a weapon, the affidavit states.
He was placed in the patrol car and told officers he wanted to “kill himself” and that he had taken “20 Benzos,” an affidavit states.
He was taken to a hospital, where officers said he became irate and called them derogatory names. He again threatened to harm himself and told police he had taken more pills while in the bathroom. Officers found sandwich-style baggies on the floor of the bathroom, which they secured for evidence. He was eventually cleared by hospital staff for incarceration.
Police from Center Township and Rostraver Township, who were the originating departments for the warrants, said they would not be able to send a patrol unit to pick Mooers.
He was taken to the Charleroi Regional police station to be held until another agency could pick him up for his warrants. He refused to get out of the patrol car once at the Charleroi station and had to by physically removed by officers.
In the holding cell, police said Mooers continued to behave in a disorderly manner, spit on the floor and threatened to kick and stab police officers, an affidavit states.
After collecting the warrants, officers transported Mooers to Washington County jail, but realized he may be suffering from a drug overdose so they diverted to Washington Hospital. Mooers was again cleared by hospital staff for incarceration, but had to be carried out of the hospital by police because he continued to resist arrest.
He faces a preliminary hearing on the newest charges at 10:15 a.m. Dec. 19 before Magisterial District Judge Eric Porter in Charleroi.
Mooers is being held in Washington County jail in lieu of $25,000 bond.
