Four inspections by the state Department of Environmental Protection over a 12-day period in February revealed seven violations at the Westmoreland Sanitary Landfill, but no penalties have been imposed.
An inspection Feb. 12 showed that the access road failed to prevent erosion or contributes to sediment into streams or runoff outside of the site.
A Feb. 22 inspection indicated the access road provides inadequate drainage and stability, with a second offense that it is not maintained in a way to control dust or prevent the tracking of mud onto the road and a third violation indicating a lack of signage as required on a vehicle at the site. Under the law, a vehicle primarily used for the transportation of solid waste must bear a sign that includes the name and business address of the owner.
An inspection report from Feb. 23 indicated that the access road was not maintained to control dust or to prevent mud from being tracked on and off site.
That same violation was found the following day, along with a violation for not having surface drainage pass through a sedimentation pond or series of ponds before leaving the site. In addition, the landfill was cited for the access road not providing adequate drainage or stability.
There was no enforcement data listed with any of the violations.
