Charleroi has been without a borough manager since July, but a familiar face could be returning to the job. During Wednesday’s council meeting, a lengthy discussion was about possibly bringing back Joe Manning. In June 2021, Manning was hired in a 5-1 vote to become the borough’s manager at a salary of $60,000.
